以下の最後の部分（ but rather, put it further off）がどのように結びついているか含めて理解できません。
文法的な解説とあわせて解説して頂けると助かります。

The resolution…won't change anything on the ground. It won't advance the establishment of a Palestinian state, but rather, put it further off.

１。訳
　　　　この解決法は、現地の状況を何ら変えるものではない。パレスティナを国として確立する役には立たない、むしろ先送りするだけである。

２。　　　別に文法の問題ではないと思いますが、「Aでなくて、Bだ」、すなわち it is not A, rather B　と言っている訳で、
　　　A = advance the establishment of a Palestinian state
B = put it (= the establishment of a Palestinian state) further off

だと思います。
