Your are right. 「意思疎通」is back and forth. I think「意思の伝達」might work well here.「伝達」meaning conveyance, and it is one-way. 伝達: https://www.weblio.jp/content/%E4%BC%9D%E9%81%94 法律の施行:意思の伝達によって行使しなければならない。

I think this is much better - thank you! Law implementation: Must be invoked by expressing the intention. 法律の施行:意思の伝達によって行使しなければならない。 It's one word longer than in English but the meaning seems to stay the same - so it's good!

Can I ask about 意思疎通 I looked in the dictionary and it seems to be more about 'communicating' back and forth, than one directional. This law implementation is concerning the right to remain silent. Some people falsely believe that the right means to be quiet and this section in my Complaint explains that to invoke the right it has to be communicated to the police.. spoken, written or implied in anyway. I used the word communicate because in English although it does have the meaning of back and forth, it has a one directional meaning without classifying how the communicating is done. I would love to hear your thoughts on 意思疎通...
