The document is designed to galvanize the EU's 27 national governments into action. They, rather than the European Commission, have ultimate responsibility for infrastructure and conservation projects.
Not all preventative work has to be expensive or dramatic, the report said.
Some, so-called "soft" measures include water conservation, changes in crop rotation and working on wetlands on flood prevention.
"These measures, when taken early, could reduce the need for 'hard' defense and relocation measures, e.g. increasing the height of dikes, relocating ports, industry and entire cities and villages from low-lying coastal areas and flood plains, and building new power plants because of failing hydropower stations which are much more costly," the study said.
Climate change will benefit parts of the Continent, turning the Atlantic and North sea coasts into new beach holiday destinations, prompting a longer growing season in Scandinavia, and providing business opportunities for companies whose products combat the effects of warming.
But these pluses are outweighed by the downside. The study identifies health risks and social problems for Europeans including the threat to employment and decent living and housing conditions.
