質問

They find that their health-care payments have increased the longer they have been away.

後半部が「the longer they have been away」という構造になっているのですが、この文は「the＋比較級～,the＋比較級」（～すればますます～する）という基本の形が崩れた（？）文だと思っていいのでしょうか？

そうだとすれば、こういうのはよくあるのでしょうか？もし似たような例をご存知でしたら教えていただけませんでしょうか。

おっしゃるとおりだと思います。
ご質問の文は、longであればあるだけ、have increasedということで、
increaseがたとえばbe the greaterなどの代わりをしていると考えられます。
