The word stressful is adjective used for describing something or someone is the cause of the stress, which means something is the stressor. If you say "I'm stressful", it means you are annoying someone. If you want to mention that you are tired or so with the word stressful, maybe these are OK; "I have something stressful" or like me :-), "My manager is stressful for me". The sentence "I'm stressed out" is OK as a casual expression. It might be better to say "I'm feeling stressed", which sounds milder and it can be used for formal way and also casual way.
