英文和訳について
次の文の後半が訳せません。前半も怪しいです。お力添えお願い致します

Not only were some fisheries so heavily fished that they collapsed, but they became economically inefficient, and threatened species and habitats of conservation concern that were not their intended targets

訳すポイントとして疑問に思っている点もありまして、それについても教えてください

(1)notで始まっているため倒置だと思われるのですが、本文は倒置の受動態なのでしょうか（were fished）
(2)threatenedが過去形なら、concernが名詞であろうが動詞であろうが構成がおかしくなると思われるので過去分詞による修飾（脅かされた種と保護地区）だと思われます。
しかしconcern（動詞）の後ろのthat節に主語がありません。
thatが関係代名詞=concernは名詞になり訳がわかりません。
(3)末端の部分はwereが動詞ですが、ではtargetsが主語なのでしょうか？ここも倒置ですか？

・Not only は倒置。主語はsome fisheries
・so..that は後ろから訳す。collapse してしまうほど heavilyに

・threatened は（能動）他動詞で
・主語は、they で目的語の方は
species and habitats 種とその生息地
(of) conservation concern （種の）保存に対する懸念のある
それぞれ、まとまったフレーズ（ネットで確認できる）では。

・関係代名詞節 that were not their intended targets
は species and habitats にかかる

というふうな解釈でどうでしょうか。

疑問なのですが、

theyが主語ならthreatenedが動詞になりますよね。しかし「,and」で繋がれているので
andは節と節を接続している＝主語は「threatened species and habitats of conservation 」だと思われますがどうなのでしょうか
