somebody の誤りでしょうね。 somebody も someone も同じです。 somebody の方が日常語でくだけた感じ。 someone who is surrounded と短縮形になっていないように、 かたい someone と合わせている。 scarcity もかたい。 ちょっとした気持ちの問題だと思います。
