英文で文法的に解らない箇所があります。

の部分ですが、as to if they are wet or dry,solid or rottenと考えていいのでしょうか?あるいはもっと他にシンプルな考え方がありますか?
次に、good judgment 以下は、前にwithが省略されていてgood understanding と同格なんでしょうか? それともThey demand の目的語になってるのでしょうか?
