英語やり直し組です。

That there could and are likely to be others to come.

上の文がよくわかりません。
(1)基本的なことなのかもしれませんが「that there could」って文法的に問題ないのでしょうか？
(2)「that there could」がわからないので問題外かもしれませんが「and are」は何故areになるんでしょうか？

検索して原文を見つけてきました。ハリケーンディーンの記事ですね。
その前の部分も書きますとこうですね。
"What must be most difficult is knowing that this is the first storm of the season. That there could and are likely to be others to come," she said.
このThatは最初の文のknowing の目的語になる節を導いているのですね。
knowing の後のthat と同じ立場にあるものです。
つまりknowの目的語は最初のthat節とこの２つ目のthat節との、２つがあるということです。
確かにこれのみでは文として成り立ちませんが、前の文の続きとして考えたら問題ないですね。

there could and are likely to be others to come ですが、これはthere could be others to come and there are likely to be others to comeということで、重複を避けるためにこのような形になっていると思います。
ですので意味としては「他のハリケーンが来ることもあり得るし来そうだ」ということだと思います。
その前のThat も入れると、この最後に「～ということ」を付け加えればいいですね。
