外国人の留学生で、今授業の発表を準備していますが、ちょっとひとつの言葉がどのように日本語に翻訳するのはよくわかりませんから、教えていただけませんか？

Do you use English as a first language? I am not a professional English translater or something, but please explain in ENGLISH what "an implicit nominal anchor" really indicates or what it really is,

Note: "implicit" means "to be suggested without being stated directly" right? "nominal" indicates "someone who has the title of leader etc. but is not realy doing that job". "anchor" is "a piece of heavy metal that is lowered to the bottom of the ocean to prevent a ship from moving" right? But I can't have the clear image with only these three words!
