タイトルの‘shocking’ survey findsのfindは他動詞だと思いますが、目的語が見当たりません。
サイトの本文（About 97% of physician～）が目的語の代用になっているのでしょうか？

その様にとらえて良いと思います。あるいは、前の節、97% of physician practices experiencing financial hardship during pandemic を目的格として受けてthatを省略していると考えても良いと思いますが、詳しい内容が続く本文で書かれているので、どちらととらえても同じと思います。

これはニュース英語で良く使われる手法で、タイトルを、
A news reporter saysとかA person familiar with this matter tells などで目的格なしで本文への導入として使われるものと同じと思います。

ちなみに、記事のタイトルは省略ルールがあり、英文として完全ではないですが、このタイトルを英文として成り立たせようとすると、
97% of physician practices are experiencing financial hardship during pandemic. A ‘shocking’ survey found that. の様になると思います。
