その subject to は likely と見たらいいのではないかと思います。あることが起こる可能性がある、という意味合いで。米国英語の表現のようですね。

　私たちの仕事は失業者、特に、労働市場に出ることになった若者たちや長期の失業者を、雇用されるのに有利になるような職業訓練を施してあげて、何とか労働市場に送り出すことです。
