ここの意味なのですが、彼は好きな候補がいればその数だけ投票できる、各候補者には一票しか入れられないけれどもと言っているのでしょうか?

その考えとは、投票者は自分が承認する他の候補者なら誰でも投票できるので、彼の票が人気のない候補者(言わば、1980年の大統領選挙のジョン・アンダーソン)に無駄になるということを決して恐れる必要がないということです。
と、訳してみたのですが、
he is wasting his vote on an unpopular candidateの個所の進行形は「確定的な未来」を表したものですか?
