関係代名詞の文が正しいかどうかをチェックする方法は簡単です。

この文で「which」は「the park」のことなので次のように書けるかどうかを調べればいいのです。
「The park is cherry blossoms were in full bloom.」
この英語は支離滅裂でナンセンスですから駄目ですね。
このように関係代名詞なんて簡単なものなんですよ。先行詞がどうのこうのと用語ばかりが難しいだけです。

上の2文で、is は消さないといけません。which is が間違いになる理由については、回答者さんはいつものように見事に解説しておられます。
