Actually, it is incorrect to say "within a walking distance" - "walking distance" is not something we can count, the way we can count miles or kilometers. Things are "close by" or "nearby" or "within walking distance." If we use something countable, we add the article, as in, "I came within a hair's breadth of winning the race." It's an odd expression, but it means that you came really close to winning the race. Something is also "within a mile of here" or "within a few meters of here." Be assured, then, that we never way "within a walking distance"!

結果、同じ意味ですね。
しかし、質問にwalking distance（徒歩圏内）とあるのだから数えられない大きさのため、（ a ）は、必要ない。

随分と長い英文（例えを混ぜた）ですが、何となく分かります。

冠詞a／anまたは、theがありますが、冠詞は、単純に名詞の前に「つける」ものではなく、むしろ名詞の前に置くことによって、続く名詞がどのような性質を持つものか予告する働きを持っています。

【ほかとの区別がつく１つのまとまったもの】
・a／anは、もともと「１つの」と言う意味ですから、「数えられる名詞」の単数形と結びつきます。

・複数形や「数えられない名詞」とは使えない。
従ってwithin walking distance は、数えられない名詞になるからです。また複数形とみなされます。

・within→内
・walking→歩いている
・distance→距離

と言う様に１つのものとして扱う単数がない事から（ a ）は、使えません。
