辞書上の意味「結果としておこる、必然の、間接的な、重大な」とどれをとってもしっくりこないのですが、特別な表現なのでしょうか？

段落の意味としては、

宇宙計画の意味合いも、物事を測る基準も以前と変わってきている。
けれども、
未来のために私たちが新境地を求めようとすることは、昔も今も変わらない。

と捉えたのですが、そこが間違っているのでしょうか？

→　新境地を求めるにあたり我々がすること、あるいはしないこと

こちらの方で正しいです。
ただ，関係詞というより疑問詞で「何をするか，あるいはしないか」

no less ～ than fifty years ago であり，
「同様に」と言っているのは，今と50年前との比較です。
そういう意味で「今も昔も変わらない」とおっしゃる通りです。

consequential は for ～とありますので，「～にとって重要」でしょうね。

新境地を求める際に何をするのか，あるいはしないのか
が宇宙やわが地球にとって重要なのは（50年前と）同様なのである。

what を「こと」とすると，「～にとって重要」とつながりにくくなるのだと思います。

what we do のwhatは、頭から関係詞と思い込んでいたので、すっきりしました。

文法解釈の自信のなさと、日本語の表現力不足の両方で、わからないループにはまっていました…。
文法は、きちんと候補を並べてみる必要性を改めて感じました。
