The detailed evolution of Pompeii’s public landscape in the Roman period is full of uncertainties.

The forum, towards the southwest corner of the city, was the hub of civic and commercial actively, and, though much of its east side seems still to have been occupied by shops and workshops rather than the public buildings which existed later, there were certainly public buildings to the south and west.
