自動車教則本の英訳を教えて下さい。

質問

アメリカ　ニュージャージー州の運転免許取得に向けて勉強中です。15年ぶりに英語に触れるので分からないことばかりで困っています。何とか辞書や英訳ソフト片手に教則本を読んでいますが、このコラムは何度読んでも私の英語力では理解できないので、英語に詳しい方、教えて下さい。

Safe Corridors (N.J.S.A. 39:4-203.5)
In an effort to improve highway safety, New Jersey initiated the Safe Corridors
Program, which was signed into law in July 2003. The Safe Corridors law doubles
fines on various state highways for a variety of driving offenses, including
speeding and aggressive driving.　　「 Highways are designated as safe based on
statistics showing crash rates 50 percent over the state rate and 1,000 or more
crashes reported over a three-year period. The Commissioner of Transportation
has the authority to designate highways as necessary, as well as to remove
those that show improved safety levels.」　　The law took effect on February 15,
2004. A current list of Safe Corridor highways is available on the New Jersey
Department of Transportation Web site at www.nj.gov/transportation.

SF（と略しておきます「安全区間」ニュージャーシー州の法律で規定されている地方法名ですから辞書にはない訳です）

　ハイウェイでの安全性を高めるため、ニュージャーシー州はSFプログラムを規定した。これは2003年7月に州法となった。SF法は、一定の州道において速度違反および攻撃的運転を含む種々の運転違反の罰金を２倍にする。
　「SF法が適用されるハイウェイは、州平均より衝突件数が50％高い区間で三年間に1,000件以上の衝突事故が報告されている区間である。交通局長は、必要に応じてSF区間を指定し、安全運転が認められるようになった区間については、指定を解除する権限を有する。」
　このSF法は2004年2月14日に発効した。現在SF区間として指定されている区間のリストは、www.nj.gov/transportation.にあるニュージャーシー州交通局のウェブサイトで公表されている。

　ということで、言わば全文がSF安全区間（名前はいいですがほんとうは「危険区間」ですね）の説明です。

に次のように説明されています。

Under this law, a “Safe Corridor” or “Safe Corridor area” is a segment of highway under
the jurisdiction of the Department of Transportation which, due to crash rates, fatalities,
traffic volume and other highway traffic safety criteria, is considered a high risk area for
motorists.

つまり、“Safe Corridor”は事故多発高速道路のような意味です。

よって、

は

対象となる高速道路は州全体の事故率よりも50%多いか、または、過去3年にわたる事故数が1000以上かで判断される。交通局長がこの指定の権限を持ち、安全性が改善された場合は指定を取り消すことができる。

のような意味でしょう。
