他の方がお答えになっているとおり、it は to change ～ という不定詞句を真主語とする仮主語であると私も考えます。

ここで、さらにこの英文を厄介なものにしているのは
… by fashion which it will be in the economic interest of certain people to change as often as possible.
の部分の関係詞which（先行詞はfashion）がその後に続く
it will be in the economic interest of certain people to change <> as often as possible
内でchangeの目的語（<>の部分）になっている点です。

つまり、
it will be in the economic interest of certain people to change《which = fashion》as often as possible
となり、和訳は
● 「それ（＝which（流行））をできるだけしばしば変えたほうが、ある人々の経済的利益になる流行によって」
よって、より自然には
● 「できるだけしばしば変えたほうが、ある人々の経済的利益になる流行によって」
あるいは ”change fashion” をfashionを中心（主語）にして自動詞的に解釈して、
「できるだけしばしば変わったほうが、ある人々の経済的利益になる流行によって」
となっているわけです。

the masses = 普段の生活から逃れようと流行にすがる人々

という二項対立型の文ですね。

はじめまして。ご質問の文章、

　は、東工大の入試問題に出たことのある文章で、旺文社の長文問題精講という問題集にも載ってます。
　述べておられるように、it は to change ～ という不定詞句を指す。と解説に書いてあります。

　ちなみに The masses are ～の文章は、問題集では ritual の部分が、mode of life となっていて、mode of life での訳は、
「一般大衆はたぶん変化しない生活様式を流行で置きかえるだろうが、この流行と言うものはできるだけしばしば変えたほうが、ある人々の経済的利益になる。」と書いてあります。
