for bothはcriticism の形容詞句、to rule～は不定詞（形容詞用法）でここではthe wordにかかっているとの理解で宜しいでしょうか？

for both は word につながります。
the loan word for ～「～の意味を表す外来語」とか、
慣れてたらわかる for です。
ただ、日本語的には「両者（前に出ていると思われます）
を表すのに colony という言葉を使う」とすればわかりやすく、
構造以上に意味を感じることです。

不定詞の形容詞的用法は関係代名詞とは違うので、
二重限定みたいに離れてかかることは普通はありません。

これも読んで意味を感じることです。
「～を支配するために外国によってなされる悪政」
と conduct(ed) にかかる副詞的なものです。

修飾関係以上に意味、いつも申し上げていることです。
