次の英文は、The　Japan　Times　に掲載された、教育再生会議（ここでは、the　council）に関する社説から抜粋したものである。この英文を読んで、以下の設問に答えなさい。　というどこかの入試問題です。

　One　of　the　main　proposals　by　the　council　is　to　increase　the　number　of　class　hours　at　public　schools　by　10　percent　and　to　give　priority　to　having　children　learn　to　read　,　write　and　calculate　through　the　repetition　of　basics　－　in　an　apparent　attempt　to　improve　students'　academic　performance.

1、公立学校の授業数を10％増やし、基礎的なことを繰り返すことによって、子供たちに、読むことができるようになってもらったり、書くことができるようになってもらったり、計算することができるようになってもらうことを優先して取り組む。

2、しかし教育再生会議は、日本学生の学業成績が、昔の学業成績や他国の学業成績と比べて　実際どうなっているかという詳細な情報を提供していない。

3、　the　council　
4、授業時間の数（量）と、学業成績との間には、相関関係がほとんど無い。

5、教育再生会議は、基礎の反復を要求しているが（基礎的なことを反復することが如何に必要なことであるかを訴えているが）、教師たちは、（基礎の反復が）なされるために、何が必要であるかを知っている人たちです。

こんにちは。他の方の書き込みがあるまでのつなぎということで。

１．the　number　of　class　hoursは厳密に言うと授業時間数なのかなと思います。
"give　priority　to　having　children　learn　to　read,　write　and　calculate　through　the　repetition　of　basics"
平たく言うと、基礎の繰り返しを通して、読み、書き、計算を子供たちに学ばせることに重点を置く（優先させる）、ということで、次の、"in　an　apparent　attempt　to　improve　students'　academic　performance."　で、それが、生徒の学業成績を向上させる明らかな試み、ということになるでしょうか。

apparentというのが、もう少し単語自体の意味が生かせる訳ができればいいのですが・・・。

そういうわけで、結果的には、繰り返すことで読み書きができるようになるような取り組み、ということと同じかもしれませんが、取り組みの内容が抽象的に感じてしまうような気もします。

５．では、"teachers　are　the　ones　who　know　what　needs　to　be　done." と最後に締めくくっていますが、何がなされるべきか知っているのは教師だ、ということで、ここで、teachers know...　ではなく、teachers are the ones who know という文章になっていることもポイントかなと思います。

というのも、基礎の繰り返しを求める教育再生会議に対して、教師が必要と感じているものが必ずしも基礎の繰り返しではない、何が必要かを知っているのは教育再生会議ではなく教師だ、という強調になっている、と受け止められるかと思います。
