うまく訳せません

質問

こんにちは。英文を訳しているのですがうまく訳せない部分があります。一応括弧は自分で訳してみたものですが意味が通らない感じです。ご指導お願いします。（番号は気にしないでください）

(1)Floods have threaten to sink production of the fuel below goverment mandates.
（洪水は燃料生産を政府の指令より低く落ち込ませる恐れをなした。）

(2)If it is simply economically impossible to make ethanol , then (the goverment)may have to amend or suspend the Renewable Fuel Standard.
（もしそれは単に経済的にエタノールを作ることが不可能なのか、それから（政府が）回復できる燃料基準を修正するか一時中断するかもしれない。）
