1984年（昭和59年）、大学設置審議会の大学設置計画分科会は、「昭和61年度以降の高等教育計画の計画的整備について」を発表した。この計画は、高等教育の地域間格差の是正を推進することによって人口急増期への対応を図ろうとしたものである。その方策として、「国、地方公共団体、学校法人の協力方式」である公私協力方式による地方への大学・短大の設置構想がうちだされた。本報告書では、公私協力方式による大学等設置の背景と今後の課題について報告する。

In 1984, The Section on Planned Placement of Colleges within the Committee for Installation of Colleges announced "the plan of higher education after 1986."

In anticipating sudden increase in population, the plan aims to eliminate difference in the quality of higher education based on difference in geographical areas.

As its policy they inaugurated plans to place colleges and junior colleges in various locations, on "the cooperation among the national government, local public bodies, and incorporated educational institutions," which is based on the cooperative mode among public and private institutions.

In this report the background against which colleges and others are located and the task for the future according to the cooperative mode among public and private institutions will be presented.
