Under the unprecedented disaster caused by the giant earthquake, Japan is facing the postwar largest crisis. All national effort is required in order to get over this crisis. At first enormous government spending will be necessary to support and revive the stricken areas. In the case of Great Hanshin Earthquake, 3,300 billion yen in total was expended as a restoration and revival expense by preparing the revised budget three times. It is assumed that the necessary sum will exceed 10 trillion yen this time judging from the damage scale. Naturally the cancellation of manifesto measures such as a child care allowance or the toll-free expressway is necessary, but with that alone financial resources are insufficient. For the financial resources procurement, it is thought that the further government bond issuance is unavoidable. As for these financial measures, the ruling and opposition parties should throw away political confrontation giving priority to conventional party interests, and it is hoped that the agreement between the ruling and opposition parties is reached as soon as possible. However, the problem is not completely solved by this. The finance of Japan was on the verge of the failure before the great earthquake disaster. At the time of Great Hanshin Earthquake, the ratio of the sovereign debt to the gross domestic product was only not more than around 80%. However, the ratios become more than 180% now, and it continues rising year by year. More government bonds will be issued in order to get financial resources for the recovery from this earthquake disaster.
