releaseとownerの意味を教えてください

質問

ソフトウェアを利用する部品の品質管理の手順ですが、以下の分のreleaseとownerが何のことかわかりません。
単純に販売とも所有者でよいのでしょうか。

The configuration elements includes the description of the owners of the configulation elements.

Changes to CM elements must be reproducible and released by suitable measures.

Test cases performed are logged in test logs.

The creation of assessment results must always be location- and domainspecific.

構成要素は、構成を採用要素の所有者の説明が含まれています。

CM要素への変更は、再現性、適切な処置によって解放する必要があります。

実行するテストケースはテストログに記録されます。

評価結果の作成は、常に位置情報とドメイン固有でなければなりません。
