このそれぞれの文章のwhoの後にisはいるのでしょうかいらないのでしょうか？理由と合わせてお答をもらえれば幸いです！

を関係代名詞で繋いだばあいは、heがwhoに取って代わるだけですので、動詞であるisは必要です。

但し

であれば、文法的に間違いはないと考えます。

↓
