whiz deletion というのは、wh ＋ be 動詞の削除ですから、
１．名詞＋（who/which is＋）形容詞＋形容詞の補部
a man (who is) anxious to please employers
２．名詞＋（who/which is＋）受動過去分詞＋補部
the burglar (who was) arrested by the sheriff
３．名詞＋（who/which is＋）現在分詞＋補部
the boy (who is) spleeping on the bed
があります。
ドイツ語にもフランス語にも進行形がないので、「３．」はありませんが、「１．」と「２．」はあります。
また、フランス語でもドイツ語でも、現在分詞による名詞修飾は可能です。
補文標識（complementizer）que/das の「省略」（私は省略とは考えないので括弧に入れておきますが）とは無関係の現象です。
フランス語の例を挙げておきます。
le livre (qui est) facile a` lire
'the book (which is) easy to read'
l'homme (qui est) respecte' de tout le monde
'the man (who is) respected by everyone'
l'objet appartenant a` sa me`re
'the thing belonging to his/her mother'
