It's Takeshi's snap-shot joke of a women's leotard gym costume, which was well known to Japanese old boys through Nadia Elena Comaneci's perfect-score performance in 1976 Montreal Olympic. They might have seen her perfect legs, not her performance.

It's the old one of Takeshi's silly jokes, which means her uniform of that time.
