意味は、おおむね、

「流れる水は、決して古くならない」（前回の　stay　よりもこちらが正しいと思います）

　　　　You have to train.
　　　　「あなたは鍛えなければならない」

　　　　You have to keep your reflexes, so that when you want it, it is there.
「反射（運動能力）をいつも準備しておけ、要る時にすぐそこにあるように。
