The Tokyo International Conference on African Development (TICAD) is a conference held every five years in Tokyo, Japan, with the objective "to promote high-level policy dialogue between African leaders and development partners." TICAD I was held in 1993, TICAD II in 1998, and TICAD III in 2003. TICAD III saw the participation of 1000 delegates, including 23 heads of state and the Chairperson of the AU Commission. TICAD IV will be held in Yokohama on 28-30 May 2008, after a March ministerial-level preparatory meeting in Libreville, Gabon. The Japanese government is planning to introduce OVOP program. The Hideyo Noguchi Africa Prize will also be presented at TICAD IV.
