　　　　「それは今まで書かれた戯曲のうち最も優れた物の一つである」
　　　　plays は複数ですから has ではなくて have になります。

2)On top of the mountain stand various monuments to peace.
「その山の頂上には平和をのための色々な記念碑が立っている」
　　　　monuments は、複数ですから、stands　ではなくて stand　になります。

(1)の正解は，has → have

でも，回答者５番様の回答の通りです。one of + 複数名詞 + 関係代名詞　の後に続く動詞を複数で受けるか，単数で受けるか…。５番様の回答の通り，実際には複数で受けることも単数で受けることもあります。これについては，大修館書店「続・英語語法大事典」「英語語法大事典・第４集」に詳しく解説があります。
論理的には，関係代名詞の前の複数名詞が先行詞であるので，それに続く動詞は複数で受けるのが正しいが，実際には，話し手・書き手の意識がoneの方に向いてしまっているために関係代名詞の後の動詞を単数で受けているのです。ずっと大昔から，単数で受けている実例があり，また同時に，それを誤りだとする文法書もずっと昔からあります。

私も（１）の質問には悩みました。理由は

“has/have” が “one” に、それとも “plays” に　掛かっているのかが問題です。

“the best” というと最上級なので一つとも思いましたが、その反面 “one of the best colleges” の言い方は一つ以上のbest カレッジ有り得ますね。ですから「今までに書かれている演劇の中で最高の一つです」は他にも最高といえるものがある？かな？？？
ほとんと新聞などの記事（正しい文法を使うと思いますよね）は”has” なんです。例をいくつか：
This is truly one of the best plays that has ever been written and created. (?)
It is one of the best plays that has ever been given. (?)
It is one of the best plays that has ever been offered in this city. (?)
One of the best plays that has ever been put before the public.　（OKです）
One of the deadliest spiders in the world has been captured on camera.（OKです）

1) It is one of the best plays that have ever been written.
関係代名詞 that の先行詞は plays です。「今まで書かれた最高の戯曲」です。先行詞が plays と複数ですので，それに続く動詞は，has でははく，have です。
It is ～ that の強調構文ではありません。

2) On the top of the mountain stand various monuments to peace.
場所を表す副詞句+V+S　の倒置構文です。したがって，主語は，絶対　monuments です。複数です。したがって，stands ではなく，　stand です。

とにかく質問者様の文章は正しく訂正する必要はないです。
2)のmonumentsは全くもって主語ではありませんので、動詞はstandには成りません。

1)も2)も全く正しい文章です。アメリカ人にも確認しました。訂正する箇所はありません。

そもそも、
1)It is one of the best plays…で比重を置かれるのはoneであってplaysではありませんので、hasで正しいです。

2)同様にOn top of the top mountainではtopが主語であり、山にtop（頂上）は１つしかありませんので、動詞はstandsで正解です。
