３か所、間違いがあると思います。つまり、
(2) they more their heads ⇒ they move their heads（単なる誤植？）
(9) what is ⇒ what has
(10) having been said ⇒ been said

Even if they move their heads up and down, Japanese do not necessarily mean that they agree to what has been said.

(2) more -> move (4) the Japanese -> Japanese, (8) with -> to (9) what is -> what has (10) having been been -> been
