アメリカアマゾンのオーダーについて
先日アメリカのアマゾンでブーツのオーダーをしたところ一旦オーダーは通ったようですが取引履歴を見ると、

オーダー後英文で何度かメールが来ましたがメルマガの類と思い放置していましたが下のようなメールがありました。
これはカードのセキュリティーの問題でしょうか？
そうであればカード会社に連絡すれば今回のオーダーは通るのでしょうか？
現在オーダーしてから6日立っています。
どなたかお詳しい方よろしくお願いいたします。

米Amazonに問い合わせしました。Amazonデジタルミュージックでは登録住所によって州税が適用されるそうです。 日本の消費税ではありませんでした。
補足
アメリカのAmazonで日本の消費税が適用されるのでしょうか？ 同様に米AmazonでもUKAmazonでもCDを買ったときは価格が決済時に変わることはありませんでしたが。
