Sony Vaio Problem

Hello. I just wanted to tell you that i'm having problems with my Sony Vaio(Model: SVL24148CJW) Television. My mother bought it from Japan and shipped it here to Philippines. Now, when I put the antenna, it can't detect signal so the TV doesn't work. Bad for me because I couldn't totally understand Japanese Alphabet.. So, is it possible for you to teach me how to translate this to make my desktop entirely in english? I mean, my OS is windows 8 and is already translated in english. But the devices, and the devices menus and submenus are still in japanese. And by the way, could you also tell me why the TV doesn't work here in Philippines. Thanks a lot.

The TV tuner of your PC is only for digital broadcasting.
The Philippines cannot yet receive television transmission because most broadcast is analog broadcasting.
It's necessary to buy a TV tuner in accord with frequency of the television transmission of Philippines if you want to receive television transmission.

残念ですが、VAIO（ SVL24148CJW ）はアナログチューナーを内蔵していないため、アナログ放送の視聴は出来ません。

Please use google translate site:

copy japanese texts and paste to left side, and english texts show up on the right side:
for example
"回答受付中の質問" ==> "Answer questions accepting"

If you find some unrecognizable words in English (because of machine translation),
you may use dictionary:

pasting word after "キーワード：" field (such as 辞典), and click "送信"　icon, translation shows up in new window,
"mini 辞書検索結果" mini和英 field, ==>[じしょ]　1.(n) dictionary　2.lexicon　3.(P)

It probably displayed as image not as character.
So, if you show error message as image, any one translate to English.
