当方英語がかなり苦手で翻訳ソフトを利用しても文章がハチャメチャになってしまいよく意味がわかりません。

長過ぎるので全部訳すことはしませんが、あなたが商品をeBayに出店するのに、もう一段上の確認のプロセスが必要で、電話して来いと言っています。特別なプロセスではなく、eBayのある段階ではやらないと行けないプロセスとのこと。国際電話だとお金かかるので、Skypeでもいいと言っていて後半はスカイプの使い方です。
ちなみに、文章の書き方はとても親切で好意的。気持ちの良い書き方です。

正直言ってこの文章がわからないのに電話してうまくいくとは思えません。eBayの認証確認がどの程度ややこしいかわかりませんが、普通はそんなに難しいことは聞かれません。ただ、普通の英語なので会話がある程度会話ができないと答えられないです。
誰か代理に電話する人を見つけられればその人に、どう電話すれば良いか確認してください。
